Terry has been expected to leave Villa this summer after the club failed to secure promotion to the Premier League.
Villa lost in the Championship Play-Off final last Saturday as they were beaten 1-0 by Fulham at Wembley.
Tom Cairney scored the only goal of the game as Steve Bruce’s side failed to turn up on the day.
The club now need to make up around £45m to meet FFP requirements, with Terry the first big departure.
Jack Grealish is expected to leave this summer, with Leicester thought to be lining up a £25m move for the winger.
