Gardner spent the 2018/19 season on loan to Birmingham from Villa, with his deal now set to be made permanent as he also undergoes a medical with the Championship outfit.
Jota, meanwhile, impressed for Birmingham in the Championship and racked up three goals and 11 assists throughout the campaign.
The Spanish winger could be seen as a replacement for Albert Adomah, who the club confirmed will be leaving Villa upon the expiry of his contract at the end of next month.
