Atkinson, 48, died back August 2016 after he was targeted by a police Taser at his father’s house in Shropshire.
Despite receiving treatment from paramedics, Atkinson later died after suffering a cardiac arrest on his way to the hospital.
During its investigation, the IOPC said that three West Mercia Police officers were interviewed twice under criminal caution and served with gross misconduct notices.
The actions of the third officer involved have not been referred to the CPS.
