Bayern Munich have rejected Aston Villa’s opening offer for Joao Palhinha despite the midfielder already agreeing personal terms with Unai Emery’s side.
Villa have stepped up their pursuit by submitting a proposal to take Palhinha on loan with an option to buy, but Bayern have turned down that structure.
Sky Germany reporter Florian Plettenberg reports that the Bundesliga champions want to sell the 31-year-old permanently instead.

The rejection represents the first significant setback since Palhinha gave Villa the green light.
ReadAstonVilla reported on Wednesday that João Palhinha had agreed personal terms with Aston Villa and informed Bayern he wanted the move.
That agreement remains in place, with Sky reporting that the issue now rests entirely between the two clubs.
Bayern have made their position on Palhinha clear this summer. Sporting director Max Eberl recently confirmed that the Portugal international is among the players they are open to selling, with his future at the Allianz Arena appearing increasingly limited.
Villa’s offer shows their interest has progressed beyond preliminary discussions, but the two clubs currently favour different transfer structures.
Emery needs another midfield option following Amadou Onana’s long-term injury, and Palhinha would bring considerable Premier League experience following spells with Fulham and Tottenham.
The player’s preference should strengthen Villa’s negotiating position, but Bayern’s rejection means sporting director Monchi and the Villa hierarchy still have work to do.
Talks are expected to continue, with Palhinha waiting for the clubs to find an agreement.
Personal terms are already settled. The next challenge for Villa is finding a financial package Bayern are prepared to accept.
